The plant was founded by Ivan Kharytonenko in 1896. In 2017 the refinery began its activity for the first time since 2012. The work started on September 21. In connection with its launch, the beet beet harvested area in the region increased from 1,8 thousand hectares in 2016 to 6,3 thousand hectares.

The raw materials or the refinery are supplied by two enterprises, part of «Uk.Az.Druzhba» group of companies, as well as agricultural enterprises of the region.
